ROLE of the POSITION
The Threat Assessment and Emergency Management Coordinator (TAEMC), reports to the Assistant Director of Threat Assessment and Emergency Management and serves at the direction of the Vice President and Director of University Police Services. The coordinator manages violence prevention and threat management programs, including active coordination and participation in institutional Student Behavioral Intervention Teams (BIT), monitoring of employees and individuals of concern and their activities, and assessing persons who may be a threat to others or themselves. Under the direction of the Assistant Director of Threat Assessment and Emergency Management, the individual will assist in triaging, investigating, and coordinating assigned threat cases. The position is responsible for ensuring that all stakeholders potentially impacted by individuals are aware of the risks, best practices and available options. The position reviews assigned cases, conducts follow-up, maintains records and closes out active cases. The individual works collaboratively with institutional partners to recommend trespasses, conduct assessment, and develop safety and contingency plans. The position provides a variety of training programs to address identifying potential threats, managing training to employees on behavioral patterns of troubled individuals. The position is subject to on-call and/or must be available after-hours and on weekends. The position must be a subject matter expert in threat assessment, case management, violence prevention, intervention techniques, current law, statutes, ordinances, regulations, practices, court decisions in the area of workplace violence, and other applicable topics in order to complete tasks assigned.

Working under the supervision of the Assistant Director of Threat Assessment and Emergency Management, the TAEMC manages violence prevention and threat management programs, including active coordination and participation in institutional Student Behavioral Intervention Teams (BIT), monitoring of employees and individuals of concern and their activities, and assessing persons who may be a threat to others or themselves. The TAEMC will collaborate with all Southern Command institutions to identify, analyze, prioritize, and promote preparedness initiatives and assist in developing and maintaining the Emergency Operations Plan (EOP), so that Southern Command institutions able to better respond to natural and man-made disasters. The TAEMC will fulfill vital roles within the Emergency Operations Center (EOC) to ensure effective and efficient execution of emergency planning tasks and responses. The TAEMC will be required to analyze emergent situations to identify potential problems and coordinate response and recovery efforts to maintain life safety, to stabilize the incident, to protect property and the environment, and to maintain critical business functions.
Within both roles, solutions frequently require coordination across multiple Southern Command institutions and with local, state, and federal agencies. The position also assumes a vital role in forming relationships with key constituents. There is a high level of visibility in internal and external relations between this position and law enforcement personnel, institutional units and resources, mental health organizations, courts and the community which requires a high degree of responsiveness, initiative, and judgment in building and maintaining those relationships. The TAEMC's goal is to enhance Southern Command institutions preparedness, response, recovery, and mitigation capabilities to enable an effective and successful response to threats, emergencies, or crises. This role involves developing, implementing, and monitoring Southern Command wide programs and policies to ensure compliance with federal, state, and local regulations and standards, and ensure a safe workplace, in the areas of threat management and emergency preparedness. Work requires the completion of training assessments, training sessions for institutional partners, exercise development and execution, and after-action reporting. Further this position will serve as an alternate lead expert for threat assessment and emergency management issues for all NSHE institutions within University Police Services jurisdiction including UNLV, CSN. NSC, DRI's (Southern Nevada campus) and NSHE's Southern Nevada offices.
PROFILE of the DEPARTMENT
The Nevada System of Higher Education (NSHE) was established in 1865 and comprises two doctoral-granting universities, a state college, four comprehensive community colleges and one environmental research institute. The public system of higher education in Nevada is governed by the Board of Regents serving over 100,000 students and 15,000 employees.
University Police Services, Southern Command, is a full service category I law enforcement agency that serves the University of Nevada, Las Vegas, the College of Southern Nevada, the Desert Research Institute and Nevada State College. The department consists of 163 employees and has responsibility for the public safety needs of 80,000 students, faculty and staff over an 800 square mile service area. Law enforcement operations consists of 80 full and part time sworn peace officers, a full service 9-1-1 Center, K-9 operations; emergency management operations with a fully functional EOC and oversight of major special events hosting more than a million visitors a year to various events.
We operate 24 hours a day, 365 days a year and are the providers and/or coordinators for all emergency services on campus. MINIMUM QUALIFICATIONS
This position requires:
- A Bachelor's from an accredited college or university as recognized by the United States Department of Education and/or the Council on Higher Education Accreditation (CHEA)in a related field required. Relevant fields include (but are not limited to), criminal justice, homeland security, emergency management, higher education management, organizational development, education, planning, operations analysis, public administration and four years of related professional experience;
- or Master's Degree with two years of related professional experience;
- or an equivalent combination of education and experience may be considered.
PREFERRED QUALIFICATIONS
- Experience in the field of emergency preparedness/management
- Significant work experience in any of the following (but are not limited to), criminal investigations, law enforcement, threat assessment, intelligence, emergency management, higher education management, organizational development, education, planning, operations analysis, public administration.
- Qualification as an Incident Command System (ICS) instructor and Master Exercise Practitioner (MEP) preferred.
KNOWLEDGE
- Threat assessment and case management.
- Current law, statutes, ordinances, regulations, practices and court decisions in the areas of workplace violence, threat assessment, and other applicable topics.
- Violence prevention and intervention techniques and a strong theoretical understanding of violence.
- Knowledge and experience in interviewing and interviewing techniques.

- Possess strong interpersonal verbal and written skills, be highly organized, able to communicate effectively, efficiently, and professionally with diverse constituencies in a timely manner.

- Demonstrated knowledge and work experience in the fields of emergency preparedness, planning, and/or management; FEMA emergency support functions; Incident Command System and response principles.
- Working knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend campus policy.
- Demonstrated skill to effectively represent the campus to local, state, & federal authorities, community groups, private sector partners, and non-governmental organizations.
- Familiarity with the organizational culture and administrative practices of higher education.
- Exceptional ability to train others in emergency response and recovery procedures and develop and conduct simulated drills and exercises pertaining to identified local threats and hazards.
- Working knowledge of common campus-specific and other computer, emergency communication/notification and information management application programs.
- Demonstrated ability to work under considerable pressure and stress in emergency and high-risk situations.
- Excellent presentation skills to give engaging, persuasive, and effective presentations to large and small audiences including students, faculty, staff, and the general public.

- This position necessitates an individual that possesses a blend of highly developed technical and interpersonal skills. It requires an experienced professional who can gain an understanding of NSHE policies, practices and emergency management procedures; who has excellent judgment and communication skills; and who can be accepted as credible by the entire Southern Command constituency.
